There are six chapters. Chapter 1 deals with
Personnel Practices. There are 12 standards and they are all
mandatory. Chapter 2 deals with Organization and Management.
There are 18 standards and 12 are mandatory. Chapter 3 deals with
Principles Governing the Pretrial Process. There are 7 standards and
they are all mandatory. Chapter 4 deals with First Appearance.
There are 3 standards and they are all mandatory. Chapter 5 deals with
Conditions of Release. There are 12 standards and 10 are
mandatory. Chapter 6 deals with Electronic Monitoring. There is 1
standard and it is mandatory. The cost for accreditation will be based
upon county size, with the largest county cost being $3500 plus some
additional computer access/user fees. Counties making their initial
application for accreditation will have 24 months to complete the
process and once a county is accredited it does not have to go through
the accreditation process for another 3 years.
The accreditation process will raise the bar and hopefully will make
Pretrial Practitioners in Florida more credible. The accreditation
process is a natural flow from the current NAPSA Pretrial Certification
Process. The certification process is for individuals and the
accreditation process is for programs. Florida is the first state to
have an accreditation program for Pretrial Practitioners. I am extremely
excited about the accreditation process and I look forward to APPF and
FCAC working together in years to come. I want to once again, thank
David Scharf from Broward County Sheriff’s Office, Kim Bogart and the
staff at FCAC for all their patience and assistance in making
accreditation possible. The addition of Pretrial to FCAC will open up
opportunities for Pretrial Practitioners to become accreditation
evaluators. There will also be at least one additional Pretrial
Practitioner added as a Commissioner to the FCAC Board of Directors. At
this time there are six counties in Florida interested in being in the
first group of Pretrial agencies to seek accreditation.
The first Pretrial Accreditation Manager Course was held on January 31
and February 1, 2007 in Orlando. Additional information and/or
